District Advisory Council (DAC)
The District Advisory Council (DAC) plays a crucial role in ensuring district-level oversight and advisory input for the use of Title I, Part A funds in school districts that receive these funds. In any school district with multiple schools receiving Title I funding, the DAC is required to provide structured input on how these funds are utilized. Each school within the district selects one member from its School Site Council to serve as a voting member on the DAC.
The DAC is comprised of parents, staff, and community members, with a majority of parent members from Title I schools. This group advises the district on several key areas, including the development, implementation, and review of the district's Title I plan and the Local Control Accountability Plan (LCAP) Federal Addendum. They also provide input on Parent and Family Engagement Policies, the Consolidated Application for state and federal programs, and assist in developing the LCAP goals and actions. The DAC ensures that the voices of parents, teachers, and community members are included in the district's decision-making process.
District English Language Advisory Committee (DELAC)
The District-level English Learner Advisory Committee (DELAC) is a key advisory group for Porterville Unified School District, providing guidance on English Learner programs and services. Formed when a district has 51 or more English Learners enrolled, DELAC is made up of parents, district staff, and community members, with parents or guardians of English Learners making up at least 51% of the committee. If the district has multiple English Learner Advisory Committees (ELACs), each school can elect up to two members to represent their site on the DELAC committee.
DELAC advises the school district on important tasks such as developing a district-wide master plan for English Learner programs, conducting needs assessments, and assisting in setting goals for English Learner services. They also review reclassification procedures and contribute to the District Parent and Family Engagement Policy. To support members in these responsibilities, the district provides training and materials, ensuring that DELAC members are well-prepared to offer meaningful input.
